Public Works Minister Thoko Didiza will have the right to reject recommendations of a proposed advisory board to be set up to advise her on land expropriation matters, MPs heard on Wednesday.
Briefing the National Assembly's public works committee on the draft Land Expropriation Bill, Didiza said there was nothing in the measure binding her to implement the recommendations of the advisory board.
"The advisory board will give advice to the minister, but in the end, it is the minister who will make the final decision.
"The minister will have to take into account advice from the public works department, as well as that from the advisory board before making an appropriate decision," she said.
An intense investigation would be conducted before a decision to expropriate land was made.
Approved by Cabinet three weeks ago, the new measure's main objective is to speed up government's land reform programme - aimed at transferring 30 percent of farmland to blacks by 2014.
Civil organisations and the general public, will have an opportunity to comment on the bill in due course. - Sapa

The ANC will not give thousands of acres of state owned land to the "Previous Disadvantaged" people- but ONLY well functioning profitable farms in white hands. Furthermore does the "Disadvantged" not get any traing, money- or help from the ruling regime- they get the farm, sell eveything on it- wait endlessly for goverment "assistance"- then leave he farm empty and destitue. The people "claiming" the so-called "previously owned" land from the farmers- are mostly rural inhabitants that had no previous training or experience in any kind of farming. The ANC doesn't care....votes is what keep them in a profitable power. To anyone with a bit of common sense- this is so stupid: Killing the goose that presently are laying the golden food in SA, feeding the same corrupt officials and "disadvantaged" individuals alike. Farmers- and food production declined massivly since the ANC took over, farm murders esculated, and ANC landgrabs/redistribution - or whatever they want to call it started.
Ironic- it is so easy just to walk up an supermarket isle- stretch your hand- and place a nice good-looking tomato in your shopping trolley- ain't it? Question is: Did this pompious fat cats that has so much to say about the white farmers- everthought where the hell THAT same tomato comes from? Surely- NOT from a "previous disadvantage " community's farm!
Due to this immoral "lawful" thievery and unconstitutional corrupt landgrabs- many farmers refuse to farm anymore. They take their offered sum from the government- sell the farm- and use the money to go to Aussie or N.Z- buy a farm there- and be productive for those countries. In the mean time- due to lack of food supplies over here- those same "poor" communities must now pay tripple the price for that same tomato on the shelf....because it is scarce now- or imported! Mr. Fat Cat ANC member do not worry- because he/she clever dick get millions of rands per annum to buy just ANY old tomato he/she wants, even if it takes him/her to fly overseas on the SA taxpayers bill to buy the tomato in the U.K on a "official" visit. THAT is the ANC way of reasoning. They get the cream from the top....and the rest of the populace get the campaign promises!
As you now can see- The ANC has a queer way of handling affairs: Taking from the "rich" to give to the "poor" so-that the "poor" can become "bankrupt."
